Green Tax

China to announce a new tax system to protect the environment

The State Administration of Taxation (SAT) will announce a new resource taxation system later this year. The primary goal of the new taxation system is to protect the environment. 

China has set the target to reduce energy intensity and emission by 20 percent and 10 percent respectively between 2006 and 2010. A “green” tax will target companies that produce pollutants or products that could harm the environment.  

Han Wenke, director of the energy research institute of the National Development and Reform Commission (NDRC), stated that “a tax would help to maximize fuel efficiency and minimize pollution, but its timing needed to be carefully studied.” The introduction of a fuel tax was proposed in 1994. However, it has not yet been implemented due to the concern of imposing a burden on bus and taxi drivers.
